As a Fighter getting runes when available and using the best battle form you can via Wild Shape, your attack bonus is +1 as an animal relative to you not as an animal until level 10 (+2 Potency rune), is equal to it until level 16 until it becomes -1 at level 16 (+3 Potency rune).
