Unless I'm misunderstanding your problem, you have to buy Honeyside. Talk to the high elf steward to buy the house. If the jarl simply won't tell you about the house, try leaving Riften for a while and coming back. I've had to do that once or twice for some weird reason. Hold on one sec.
