Precons without any changes are about a 4-5. They have a theme and focus but have budget lands, a few odd inclusions, and no game-ending combos. They work but are ok. Precons are a level 1. Any deck built from scratch is way better unless you have no clue what you're doing and just add almost random cards within your colors.
