And in that folder the mods are gonna be in numbers instead of the name of the mods. fairly certain you can't combine mods, but it may depend on the mods in question, but in order to combine you'd likely be overwriting a part of at least one of the mods which that one would need to work. I do see the mods present in game after the download status stops but this is only possible if you restart the game. So I guess black ops 3 is ghosting its custom content for now. tl;dr Mods download in the background and work only after you restarted the game Mods do not show that they downloading but show how much they have downloaded.
